CORRIGENDUM
(AUCTION NOTICE)
The auction of Sarkanda in Ash Dyke Area of GNDTP, which was scheduled to be held on 17.12.12 shall now be held on 14.01.2013 at 11.00 a.m. in the office of undersigned. The terms and conditions shall be as under:
TERMS & CONDITIONS
- All auctioneers will deposit Rs.5000/-as earnest money. This amount will be refunded after completion of the auction. But successful auctioneer will have to deposit 5% amount as earnest money at the spot, which will be refunded one month after the cutting of Sarkanda. In case of violation of any of the conditions, this amount shall be forfeited. The auction shall be held for complete ash dyke area. Minimum reserve price of the Sarkanda shall be Rs.2.45 Lacs and the auction shall be started from this amount onwards.
- 10% amount of the highest bid (inclusive of all taxes) would have to be deposited immediately after completion of auction and 40% amount of highest bid(inclusive of all taxes) would have to be deposited within one working day after completion of auction in cash or through demand draft in favour of AO (O&M), GNDTP, Bathinda payable at Bathinda. Balance amount shall have to be deposited within 10 days.
- The taxes as per Punjab General Sales Tax / VAT / TCS shall be applicable.
- Sarkanda auction committee reserves the right to accept/cancel the highest bid without assigning any reason.
- Sarkanda will be sold on “As is and where is” basis. The arrangement for cutting & lifting of Sarkanda will be made by the auctioneer himself. The auctioneers can see the Sarkanda area before taking part in the auction
- The cutting of Sarkanda shall be started only after the approval is accorded by department.
- While cutting the Sarkanda, carrying /igniting fire, smoking or doing any activity which can cause fire is strictly prohibited.
- The contract cannot be sublet to any person without approval of Dy.CE/Civil Mtc. Circle GNDTP; Bathinda .The bidder shall cut Sarkanda through his own resources.
- In case the cut/grown/available Sarkanda is damaged due to fire or any other cause, the department shall not be responsible for the same.
- The Permit/Contract shall remain in operation up to 31.3.2013.
- No damage to the ash dyke area bundh or any other structure of plant shall be done by the auctioneer/bidder in any case. The passage to cut/ carry the Sarkanda shall be provided at one place with the approval of Er-in-charge. No tress passing shall be allowed and contractor shall be solely responsible for the same.
- In case any theft occurs in the ash dyke area containing Sarkanda, the Department shall have the right to cancel the contract. The auctioneer/bidder shall have not any right to any claim on this account.
- The auctioneer/bidder or his authorised representatives to cut the Sarkanda shall have to get issued the gate passes for entry to the plant area from ASE/PCM-II GNDTP Bathinda. No person shall be allowed entry into plant area without gate pass.
- The Sarkanda shall be cut from one side as per direction of Er-in-charge.
- The Sarkanda shall have to be cut up to ground level.
- During the currency of work, in case any mishappening occurs to any of the labour of the auctioneer/bidder, then the required compensation shall be paid by the auctioneer/ bidder. The department shall not be responsible for any such loss.
- During cutting of Sarkanda, the plantation inside the area shall be protected by the auctioneer/bidder. In case any damage occurs to the plantation, the auctioneer/bidder shall be liable to deposit penalty to be decided by Dy.CE/Civil GNDTP Bathinda.
- The contract shall be cancelled in case any or all the above conditions are violated. The deposited money shall not be refunded in any case.
- Penalty for late cutting/ Removal of Sarkanda.
In case the bidder fails to cut/ remove the Sarkanda within the time stipulated under condition no.10 above, the following rates of penalty shall be imposed.
- @ ¼ of 1% of the sale price of unlifted Sarkanda per day for first ten days.
- @ ½ of 1% of the sale price of unlifted Sarkanda per day for next ten days.
- @ 1% of the sale price of unlifted Sarkanda per day beyond 20 days.

- Dismantled Bricks / Brick Bats/Malba auction committee reserves the righ to accept / cancel the highest bid without assigning any reason.
- Bricks / Brick Bats/Malba will be sold on “As is and where is” basis. The arrangement for lifting of Dismantled bricks / brick bats & malba & cutting of wild growth will be made by the auctioneers himself. The auctioneers can see the site where material is before taking lying part in the auction.
- The lifting of material shall be started only after the approval is accorded by department.
- While lifting the material igniting fire, smoking or doing any activity which can cause fire is strictly prohibited.
- The contract cannot be sublet to any person without approval of Dy. CE/Civil Const. Circle, GHTP, Lehra Mohabat. The bidder shall lift the material through his own resources.
- The permit / Contract shall remain in operation for Six months.
- No damage to the area or any other structure of plant shall be done by the auctioneers / bidder in any case.
- In case any theft occurs in the area from the material to be lifted, the department shall have the right to cancel the contract. The auctioneers / bidder shall have not any right to any claim on this account.
- The auctioneers / bidder or his authorized representatives to lift the material shall have to get issued the gate passes for entry to the plant area from Sr. XEN / CC-II, GHTP, Lehra Mohabat. No person shall be allowed entry into plant area without gate pass.
- The material shall be lifted from one side as per direction of Engineer-In-Charge.
- During the currency of work, in case any mishappning occurs to any of the labour of auctioneers / bidder, then the required compensation shall be paid by the auctioneers / bidder. The department shall not be responsible for any such loss.
- During lifting of material, the plantation inside the area shall be protected by the auctioneers / bidder. In case any damage occurs to the plantation, auctioneers / bidder shall be liable to deposit penalty to be decided by Dy. CE/Civil.
- The contract shall be cancelled in case any or all the above conditions are violated. The deposited money shall not be refunded in any case.
- Penalty for late lifting of material: –
In case the bidder fails to remove / lift the brick / brick bats / malba within the time stipulated under condition no. 9 above, the following rates of penalty shall be imposed subject to a maximum of 5% of the total sale price.
- @1/4 of 1% of the sale price of unlifted material per day for first month.
- @ ½ of 1% of the sale price of unlifted material per day for next month.
- @ 1% of the sale price of unlifted material per day beyond 2 months.

NOTE 1:- To participate in the auctions, the bidders have to give an undertaking on a plain paper that he (giving his name, Father’s name and complete address with phone nos. etc) wants to participate in the auction, and shall produce any photo identity proof i.e. identity proof having photograph of the person on it such as Voter Card or Driving license etc. In case identity proof is without photograph on it, he can submit a recent photograph along with that identity proof and attach it with the letter of undertaking. If the bidder wants to participate for more than one firm, he will be required to submit an authorization on firms letter pad duly signed by the firm’s proprietor/partner for each firm.
NOTE 2:- The registration for all the auctions shall start half an hour before the time of auction. If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.
NOTE 3:- For sale of dirty oil, lubricants and battery scrap etc. if a person attends the auction on behalf of a firm other than proprietor/partner of the firm then he must be an employee of the firm and shall show his identity of being the employee of the firm and submit an authorization on firm’s letter pad duly signed by the firm’s proprietor/partner. IMPORTANT NOTES
- The transportation of T/F oil should be according to the provisions of Hazardous wastes Rules (Management, handling and Transboundry movement 2008) [(Chapter VI(20) ] of MOEF, New Delhi which states that :-
- In case of transport of hazardous wastes for final disposal to a facility for treatment, storage and disposal existing in a State other than the State where the hazardous waste is generated, the occupier shall obtain “No Objection Certificate” from the State Pollution Control Board of both the states.
- In case of transportation of hazardous wastes through a State other than the State of origin of destination, the occupier shall intimate the concerned State Pollution Control Boards before he hands over the hazardous wastes to the transporter.
- Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) along with the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.
- Handling (Collection & Transportation etc.) of Hazardous waste shall be done by the purchaser as per letter no 23-21/99- HSMD (vol-VI)(pt) dated 30-12-2005 issued by the Govt. of India, Ministry of Environment and Forest, New Delhi.
- Details containing description of material and quantity lying in various stores along with standard terms & conditions may be obtained from this office and the material may be inspected at concerned sites on any working day till the commencement of the auction. Material left unsold shall be considered for sale in the next auction.
- Bidders are requested to get themselves registered by making payment of Rs. 5000/- per person in cash (refundable after auction). The registration for all the auctions shall start at 10.30 AM for disposal committee (south) and 11.00 am for disposal committee (North). If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.
- The security/EMD shall only be accepted by Cash/Demand Draft as per the prevailing terms & conditions of the sale.
- Before closing of the auction any unsold/rejected or No-bid balance material can be put for auction store/item/Lot wise.

(AUCTION NOTICE)
The auction of Sarkanda in Ash Dyke Area of GNDTP, which was scheduled to be held on 31.10.12 shall now be held on 17.12.2012 at 11.00 a.m. in the office of undersigned. The terms and conditions shall be as under:
TERMS & CONDITIONS
-
- All auctioneers will deposit Rs.5000/-as earnest money. This amount will be refunded after completion of the auction. But successful auctioneer will have to deposit 5% amount as earnest money at the spot, which will be refunded one month after the cutting of Sarkanda. In case of violation of any of the conditions, this amount shall be forfeited. The auction shall be held for complete ash dyke area. Minimum reserve price of the Sarkanda shall be Rs.2.45 Lacs and the auction shall be started from this amount onwards.
- 10% amount of the highest bid (inclusive of all taxes) would have to be deposited immediately after completion of auction and 40% amount of highest bid(inclusive of all taxes) would have to be deposited within one working day after completion of auction in cash or through demand draft in favour of AO (O&M), GNDTP, Bathinda payable at Bathinda. Balance amount shall have to be deposited within 10 days.
- The taxes as per Punjab General Sales Tax / VAT / TCS shall be applicable.
- Sarkanda auction committee reserves the right to accept/cancel the highest bid without assigning any reason.
- Sarkanda will be sold on “As is and where is” basis. The arrangement for cutting & lifting of Sarkanda will be made by the auctioneer himself. The auctioneers can see the Sarkanda area before taking part in the auction
- The cutting of Sarkanda shall be started only after the approval is accorded by department.

- The auctioneer/bidder or his authorised representatives to cut the Sarkanda shall have to get issued the gate passes for entry to the plant area from ASE/PCM-II GNDTP Bathinda. No person shall be allowed entry into plant area without gate pass.
- The Sarkanda shall be cut from one side as per direction of Er-in-charge.
- The Sarkanda shall have to be cut up to ground level.

AUCTION NOTICE
The auction for the sale of damaged T/Fs and scrap material on “As-Is-Where-Is’ basis will be conducted as under:-
NOTE 1:- To participate in the auctions, the bidders have to give an undertaking on a plain paper that he (giving his name, Father’s name and complete address with phone nos. etc) wants to participate in the auction, and shall produce any photo identity proof i.e. identity proof having photograph of the person on it such as Voter Card or Driving license etc. In case identity proof is without photograph on it, he can submit a recent photograph along with that identity proof and attach it with the letter of undertaking. If the bidder wants to participate for more than one firm, he will be required to submit an authorization on firms letter pad duly signed by the firm’s proprietor/partner for each firm.
NOTE 2:- The registration for all the auctions shall start half an hour before the time of auction. If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.
NOTE 3:- For sale of dirty oil, lubricants and battery scrap etc. if a person attends the auction on behalf of a firm other than proprietor/partner of the firm then he must be an employee of the firm and shall show his identity of being the employee of the firm and submit an authorization on firm’s letter pad duly signed by the firm’s proprietor/partner. Original certificates of registration with MOEF as re-refiner/recycler will be seen at the time of auction.

IMPORTANT NOTES
- The transportation of T/F oil should be according to the provisions of Hazardous wastes Rules (Management, handling and Transboundry movement 2008) [(Chapter VI(20) ] of MOEF, New Delhi which states that :-
- In case of transport of hazardous wastes for final disposal to a facility for treatment, storage and disposal existing in a State other than the State where the hazardous waste is generated, the occupier shall obtain “No Objection Certificate” from the State Pollution Control Board of both the states.
- In case of transportation of hazardous wastes through a State other than the State of origin of destination, the occupier shall intimate the concerned State Pollution Control Boards before he hands over the hazardous wastes to the transporter.
- Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) along with the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.
- Handling (Collection & Transportation etc.) of Hazardous waste shall be done by the purchaser as per letter no 23-21/99- HSMD (vol-VI)(pt) dated 30-12-2005 issued by the Govt. of India, Ministry of Environment and Forest, New Delhi.
- Details containing description of material and quantity lying in various stores along with standard terms & conditions may be obtained from this office and the material may be inspected at concerned sites on any working day till the commencement of the auction. Material left unsold shall be considered for sale in the next auction.
- Bidders are requested to get themselves registered by making payment of Rs. 5000/- per person in cash (refundable after auction). The registration for all the auctions shall start at 10.30 AM for disposal committee (south) and 11.00 am for disposal committee (North). If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.

Auction Notice
The auction of Sarkanda of total area in ash dyke area at GNDTP, Bathinda will be held on 31.10.2012 at 11.00 A.M. in the office of undersigned with following terms & conditions:
-

- All auctioneers will deposit Rs.5000/-as earnest money. This amount will be refunded after completion of the auction but successful auctioneer will have to deposit 5% amount as earnest money, which will be refunded one month after the cutting of Sarkanda.
- 10% amount of the highest bid (inclusive of all taxes) would have to be deposited immediately after completion of auction and 40% amount of highest bid(inclusive of all taxes) would have to be deposited within one working day after completion of auction in cash or through demand draft in favour of AO (O&M), GNDTP, Bathinda payable at Bathinda. Balance amount shall have to be deposited within 10 days.
- Sarkanda auction committee reserves the right to accept/cancel the highest bid without assigning any reason.
- Sarkanda will be sold on “As is and where is” basis. The arrangement for cutting & lifting of Sarkanda will be made by the auctioneers himself. The auctioneers can see the Sarkanda area before taking part in the auction.
- Other terms & conditions can be seen on any working day in the office of undersigned. These will be read at the time of auction also.
- If it happens to be a holiday on 31.10.2012 then auction will be held on the next working day at the same time and venue.

TERMS & CONDITIONS

- All auctioneers will deposit Rs.5000/-as earnest money. This amount will be refunded after completion of the auction. But successful auctioneer will have to deposit 5% amount as earnest money at the spot, which will be refunded one month after the cutting of Sarkanda. In case of violation of any of the conditions, this amount shall be forfeited. The auction shall be held for complete ash dyke area. Minimum reserve price of the Sarkanda shall be Rs.2.45 Lacs and the auction shall be started from this amount onwards.
- 10% amount of the highest bid (inclusive of all taxes) would have to be deposited immediately after completion of auction and 40% amount of highest bid(inclusive of all taxes) would have to be deposited within one working day after completion of auction in cash or through demand draft in favour of AO (O&M), GNDTP, Bathinda payable at Bathinda. Balance amount shall have to be deposited within 10 days.
- The taxes as per Punjab General Sales Tax / VAT / TCS shall be applicable.
- Sarkanda auction committee reserves the right to accept/cancel the highest bid without assigning any reason.
- Sarkanda will be sold on “As is and where is” basis. The arrangement for cutting & lifting of Sarkanda will be made by the auctioneer himself. The auctioneers can see the Sarkanda area before taking part in the auction
- The cutting of Sarkanda shall be started only after the approval is accorded by department.
- While cutting the Sarkanda, carrying /igniting fire, smoking or doing any activity which can cause fire is strictly prohibited.
- The contract cannot be sublet to any person without approval of Dy.CE/Civil Mtc. Circle GNDTP; Bathinda .The bidder shall cut Sarkanda through his own resources.
- In case the cut/grown/available Sarkanda is damaged due to fire or any other cause, the department shall not be responsible for the same.
- The Permit/Contract shall remain in operation up to 31.3.2013.
- No damage to the ash dyke area bundh or any other structure of plant shall be done by the auctioneer/bidder in any case. The passage to cut/ carry the Sarkanda shall be provided at one place with the approval of Er-in-charge. No tress passing shall be allowed and contractor shall be solely responsible for the same.
- In case any theft occurs in the ash dyke area containing Sarkanda, the Department shall have the right to cancel the contract. The auctioneer/bidder shall have not any right to any claim on this account.
- The auctioneer/bidder or his authorised representatives to cut the Sarkanda shall have to get issued the gate passes for entry to the plant area from ASE/PCM-II GNDTP Bathinda. No person shall be allowed entry into plant area without gate pass.
- The Sarkanda shall be cut from one side as per direction of Er-in-charge.
- The Sarkanda shall have to be cut up to ground level.
- During the currency of work, in case any mishappening occurs to any of the labour of the auctioneer/bidder, then the required compensation shall be paid by the auctioneer/ bidder. The department shall not be responsible for any such loss.
- During cutting of Sarkanda, the plantation inside the area shall be protected by the auctioneer/bidder. In case any damage occurs to the plantation, the auctioneer/bidder shall be liable to deposit penalty to be decided by Dy.CE/Civil GNDTP Bathinda.
- The contract shall be cancelled in case any or all the above conditions are violated. The deposited money shall not be refunded in any case.
- Penalty for late cutting/ Removal of Sarkanda.
In case the bidder fails to cut/ remove the Sarkanda within the time stipulated under condition no.10 above, the following rates of penalty shall be imposed.

- @ ¼ of 1% of the sale price of unlifted Sarkanda per day for first ten days.
- @ ½ of 1% of the sale price of unlifted Sarkanda per day for next ten days.
- @ 1% of the sale price of unlifted Sarkanda per day beyond 20 days.

NOTE 1:- To participate in the auctions, the bidders have to give an undertaking on a plain paper that he (giving his name, Father’s name and complete address with phone nos. etc) wants to participate in the auction, and shall produce any photo identity proof i.e. identity proof having photograph of the person on it such as Voter Card or Driving license etc. In case identity proof is without photograph on it, he can submit a recent photograph along with that identity proof and attach it with the letter of undertaking. If the bidder wants to participate for more than one firm, he will be required to submit an authorization on firms letter pad duly signed by the firm’s proprietor/partner for each firm.

- The transportation of T/F oil should be according to the provisions of Hazardous wastes Rules (Management, handling and Transboundry movement 2008) [(Chapter VI(20)] of MOEF, New Delhi which states that:-
- In case of transport of hazardous wastes for final disposal to a facility for treatment, storage and disposal existing in a State other than the State where the hazardous waste is generated, the occupier shall obtain “No Objection Certificate” from the State Pollution Control Board of both the states.
- In case of transportation of hazardous wastes through a State other than the State of origin of destination, the occupier shall intimate the concerned State Pollution Control Boards before he hands over the hazardous wastes to the transporter.
- Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) along with the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.

AUCTION NOTICE
The auction for the sale of damaged T/Fs and scrap material on “As-Is-Where-Is’ basis will be conducted as under:-
NOTE 1:- To participate in the auctions, the bidders have to give an undertaking on a plain paper that he (giving his name, Father’s name and complete address with phone nos. etc) wants to participate in the auction, and shall produce any photo identity proof i.e. identity proof having photograph of the person on it such as Voter Card or Driving license etc. In case identity proof is without photograph on it, he can submit a recent photograph along with that identity proof and attach it with the letter of undertaking. If the bidder wants to participate for more than one firm, he will be required to submit an authorization on firms letter pad duly signed by the firm’s proprietor/partner for each firm.
NOTE 2:- The registration for all the auctions shall start half an hour before the time of auction. If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.
NOTE 3:- For sale of dirty oil, lubricants and battery scrap etc. if a person attends the auction on behalf of a firm other than proprietor/partner of the firm then he must be an employee of the firm and shall show his identity of being the employee of the firm and submit an authorization on firms letter pad duly signed by the firm’s proprietor/partner. Original certificates of registration with MOEF as re-refiner/recycler will be seen at the time of auction.

IMPORTANT NOTES

- The transportation of T/F oil should be according to the provisions of Hazardous wastes Rules (Management, handling and Transboundry movement 2008) [(Chapter VI(20) ] of MOEF, New Delhi which states that :-
- In case of transport of hazardous wastes for final disposal to a facility for treatment, storage and disposal existing in a State other than the State where the hazardous waste is generated, the occupier shall obtain “No Objection Certificate” from the State Pollution Control Board of both the states.
- In case of transportation of hazardous wastes through a State other than the State of origin of destination, the occupier shall intimate the concerned State Pollution Control Boards before he hands over the hazardous wastes to the transporter.
- Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) along with the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.
- Handling (Collection & Transportation etc.) of Hazardous waste shall be done by the purchaser as per letter no 23-21/99- HSMD (vol-VI)(pt) dated 30-12-2005 issued by the Govt. of India, Ministry of Environment and Forest, New Delhi.
- Details containing description of material and quantity lying in various stores along with standard terms & conditions may be obtained from this office and the material may be inspected at concerned sites on any working day till the commencement of the auction. Material left unsold shall be considered for sale in the next auction.
- Bidders are requested to get themselves registered by making payment of Rs. 5000/- per person in cash (refundable after auction). The registration for all the auctions shall start at 10.30 AM for disposal committee (south) and 11.00 am for disposal committee (North). If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.

The auction for the sale of damaged T/Fs and scrap material on “As-Is-Where-Is’ basis will be conducted as under:-
NOTE 1: – To participate in the auctions, the bidders have to give an undertaking on a plain paper that he (giving his name, Father’s name and complete address with phone nos. etc) wants to participate in the auction, and shall produce any photo identity proof i.e. identity proof having photograph of the person on it such as Voter Card or Driving license etc. In case identity proof is without photograph on it, he can submit a recent photograph along with that identity proof and attach it with the letter of undertaking. If the bidder wants to participate for more than one firm, he will be required to submit an authorization on firms letter pad duly signed by the firm’s proprietor/partner for each firm.
NOTE 2: – The registration for all the auctions shall start half an hour before the time of auction. If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.

IMPORTANT NOTES
1) The transportation of T/F oil should be according to the provisions of Hazardous wastes Rules (Management, handling and Transboundry movement 2008) [(Chapter VI(20) ] of MOEF, New Delhi which states that :-
-
-
- In case of transport of hazardous wastes for final disposal to a facility for treatment, storage and disposal existing in a State other than the State where the hazardous waste is generated, the occupier shall obtain “No Objection Certificate” from the State Pollution Control Board of both the states.
- In case of transportation of hazardous wastes through a State other than the State of origin of destination, the occupier shall intimate the concerned State Pollution Control Boards before he hands over the hazardous wastes to the transporter.
2) Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) along with the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.
3) Handling (Collection & Transportation etc.) of Hazardous waste shall be done by the purchaser as per letter no 23-21/99- HSMD (vol-VI)(pt) dated 30-12-2005 issued by the Govt. of India, Ministry of Environment and Forest, New Delhi.
4) Details containing description of material and quantity lying in various stores along with standard terms & conditions may be obtained from this office and the material may be inspected at concerned sites on any working day till the commencement of the auction. Material left unsold shall be considered for sale in the next auction.
5) Bidders are requested to get themselves registered by making payment of Rs. 5000/- per person in cash (refundable after auction). The registration for all the auctions shall start at 10.30 AM for disposal committee (south) and 11.00 am for disposal committee (North). If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.

AUCTION NOTICE
The auction for the sale of scrap material and used/dirty T/F oil on “As-Is-Where-Is’ basis will be conducted as under:-
NOTE 1:- To participate in the auctions, the bidders have to give an undertaking on a plain paper that he (giving his name, Father’s name and complete address with phone nos. etc) wants to participate in the auction, and shall produce any photo identity proof i.e. identity proof having photograph of the person on it such as Voter Card or Driving license etc. In case identity proof is without photograph on it, he can submit a recent photograph along with that identity proof and attach it with the letter of undertaking. If the bidder wants to participate for more than one firm, he will be required to submit an authorization on firms letter pad duly signed by the firm’s proprietor/partner for each firm.
NOTE 2:- The registration for all the auctions shall start half an hour before the time of auction. If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.

- The transportation of T/F oil should be according to the provisions of Hazardous wastes Rules (Management, handling and Transboundry movement 2008) [(Chapter VI(20) ] of MOEF, New Delhi which states that :-
- In case of transport of hazardous wastes for final disposal to a facility for treatment, storage and disposal existing in a State other than the State where the hazardous waste is generated, the occupier shall obtain “No Objection Certificate” from the State Pollution Control Board of both the states.
- In case of transportation of hazardous wastes through a State other than the State of origin of destination, the occupier shall intimate the concerned State Pollution Control Boards before he hands over the hazardous wastes to the transporter.
- Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) along with the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.
- Handling (Collection & Transportation etc.) of Hazardous waste shall be done by the purchaser as per letter no 23-21/99- HSMD (vol-VI)(pt) dated 30-12-2005 issued by the Govt. of India, Ministry of Environment and Forest, New Delhi.
- Details containing description of material and quantity lying in various stores along with standard terms & conditions may be obtained from this office and the material may be inspected at concerned sites on any working day till the commencement of the auction. Material left unsold shall be considered for sale in the next auction.
- Bidders are requested to get themselves registered by making payment of Rs. 5000/- per person in cash (refundable after auction). The registration for all the auctions shall start at 10.30 AM for disposal committee (south) and 11.00 am for disposal committee (North). If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.

- Only those firms, that are registered with MOEF/CPCB as Recycler/ Reprocessor of Used oil/Battery scrap and who have also obtained the consent under the provisions of Water and Air Acts (Prevention and control of Pollution) along with the authorization for operating the facility for collection, storage and transportation of Hazardous waste from the respective State Pollution Control Boards, will be allowed to participate in auction of Used/Dirty Transformer oil, Lubricating oil and Battery Scrap on production of original certificates and submission of photocopy of the same duly attested by the Notary Public. If a representative attends the Auction on behalf of a firm, he will be required to submit an authorization letter duly signed by the firm’s owner on firm’s letter pad. In case the proprietor/partner of firm attends the auction, he shall furnish an undertaking on the letter pad of the firm that he himself is the proprietor/partner of the firm. However, the firm will be required to produce the original certificates at the time of making payment in the concerned Central Store.
- Handling (Collection & Transportation etc.) of Hazardous waste shall be done by the purchaser as per letter no 23-21/99- HSMD (vol-VI) (pt) dated 30-12-2005 issued by the Govt. of India, Ministry of Environment and Forest, New Delhi.
- Details containing description of material and quantity lying in various stores along with standard terms & conditions may be obtained from this office and the material may be inspected at concerned sites on any working day till the commencement of the auction. Material left unsold shall be considered for sale in the next auction.
- Bidders are requested to get themselves registered by making payment of Rs. 5000/- per person in cash (refundable after auction). NOTE 1:- To participate in the auctions, the bidders have to give an undertaking on a plain paper that he (giving his name, Father’s name and complete address with phone nos. etc) wants to participate in the auction, and shall produce any photo identity proof i.e. identity proof having photograph of the person on it such as Voter Card or Driving license etc. In case identity proof is without photograph on it, he can submit a recent photograph along with that identity proof and attach it with the letter of undertaking. If the bidder wants to participate for more than one firm, he will be required to submit an authorization on firms letter pad duly signed by the firm’s proprietor/partner for each firm.
NOTE 2:- The registration for all the auctions shall start half an hour before the time of auction. If auction date happens to be a holiday, the auction shall be held on the next working day at same time and same venue.

- The transportation of T/F oil should be according to the provisions of Hazardous wastes Rules (Management, handling and Transboundry movement 2008) [(Chapter VI(20) ] of MOEF, New Delhi which states that :-
- In case of transport of hazardous wastes for final disposal to a facility for treatment, storage and disposal existing in a State other than the State where the hazardous waste is generated, the occupier shall obtain “No Objection Certificate” from the State Pollution Control Board of both the states.
- In case of transportation of hazardous wastes through a State other than the State of origin of destination, the occupier shall intimate the concerned State Pollution Control Boards before he hands over the hazardous wastes to the transporter.

Auction Notice is hereby given to dispose off the buildings of Residential Quarters 2 Nos. Type-I, 5 Nos. Type- II, 1 Nos. Type-III and disposal system at /220 KV Sub-Station Gaunsgarh (on as is where is basis). This will include dismantling of building including foundations, clearance of debris and its disposal from site. The auction will be held on 02-02-2012 (Tuesday) at 12.30 P.M. at the address given below. The registration for the auction shall start at 12.00 Noon. If auction date happens to be a holiday the auction will be held on the next working day at same time and same venue. The interested parties can inspect these buildings at /220 KV Sub-Station Gaunsgarh, Ludhiana.
Those interested in bidding shall deposit Rs. 5000/- (Rs. Five Thousand only) as earnest money by demand draft or BA-16. None can participate in the auction without this earnest money.
